Here are two examples of how having a Permit Support permit expeditor handle a project completely changed the tone of negotiation and contact between the local building authorities.
The first is from San Diego County Building & Safety. This was a project in Ramona where we were building a new home on a 16 acre lot that had the previous home destroyed by a wildfire. In this circumstance the builder had spent months fighting with the County in order to obtain the building permits. There were a myriad of issues the builder simply could not present to the County in such a way as to gain their approval. The Contractor kept saying to us, “But I am Right”, and while we understand that He was correct, He was never going to get their approval. Telling County officials over and over that they are wrong, rarely works. They key is to present the facts to them in a way they understand.
One of the problems was related to the Health Department approving the Septic Tank. Permit Support went to the county and fortunately were able to meet with a planning official with whom we had a prior relationship. It turned out after explaining the situation thoroughly we were able to get the San Diego Health department to waive their pre-permit inspection of the property and allow the existing septic to be used. We were also able to negotiate a waiver of their regular requirement that the septic system be certified and checked by a engineer or septic professional. In this negotiation we were also able to obtain a waiver of the well bacteria test. On top of this, while the original builder was planning on paying all permit fees for the owner to build, because we have experience in San Diego County, we knew that we could have the plan check fees waived because the home was a re-build that was under a firestorm victim waiver. The original builder was also planning on paying the fees for a detached garage but we were also able to have the San Diego County Building & Safety department apply the extra square footage, between the previous home and the new home, to the garage fee.
In San Diego County there is a pre-site inspection that is obtained once building plans are submitted to the county. Knowing the critical nature of this inspection we met with the Inspector persoanlly on behalf of the builder and owner and walked the lot with him showing how the project would not need a new grading permit and how
In the end, because we were engaged on the project we were able to maximize on our experience with San Diego County Planning and San Diego Building & Safety in order to obtain the permits prior to needeing any cash draws from the bank.
